WHAT WE ARE LOOKING FOR Basic Qualifications: Must meet one of the items listed below: For GS-11: Successful completion of a bachelor’s degree or higher in public health or other field of study with course work directly related to the work of the position in an accredited U.S. education program. (For information on Foreign Education, please see the ‘Education’ section of the full vacancy announcement for more details.) Transcripts must be provided. -OR- For GS-11, GS-12 & GS-13: Must have experience that provided: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communication, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. -AND- Minimum Qualifications: In addition to the basic qualification requirement above, you must have one-year specialized experience to perform successfully the duties of the position. For GS-11: You must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service in ALL of the following: Performing work in one of the following: mental health; substance use or abuse; behavioral health; suicide prevention; crisis response; children’s services; school-based services; or social services. Establishing and/or maintaining an integrated system of information gathering and reporting tools. Collecting and/or utilizing program and policy analyses to ensure successful performance and/or outcomes of programs. -OR- Education: Must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with major study in public health or other field of study with course work directly related to the work of the position to be filled or LL.M., if related. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. For GS-12: You must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service in ALL of the following: Providing program consultation, coordination and/or guidance for public health programs with an emphasis on mental health, substance use, or recovery. Designing, developing, implementing, managing and/or evaluating all aspects of a complex, politically sensitive, or developmental special project, grants, contracts, or program. Collaborating with internal or external stakeholders. GS-13: You must clearly demonstrate one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service in at least three (3) of the following: Managing initiatives that support programs for people experiencing suicidal ideation or emotional distress, and/or at risk for the development of mental illness, and/or children with or at risk for the development of emotional disturbance; Collaborating with internal or external stakeholders. Developing and/or coordinating program improvements designed to improve/enhance public health program performance. Leading program consultation, guidance, and/or assistance to carry out grants and/or contract management and related activities. ** There is no substitution of education for experience at the GS-12 & GS-13 grade levels of this announcement. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
