If an interview is requested, you may be required to provide a copy of your driver’s license at that time. ~AND~ TO QUALIFY FOR THIS POSITION AT THE GS-07 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: A bachelor’s degree with Superior Academic Achievement (SAA). To qualify for SAA, applicants must have completed all the requirements for a bachelor’s degree in a curriculum that is qualifying for the position to be filled. SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. I graduated in the top third of my graduating class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. OR I graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. OR I graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. OR I am a member of a national scholastic honor society. (Transcripts Required) Transcript must show a degree was conferred in order to qualify on SAA.) -OR- One (1) full year of graduate level education in a field that provided the competencies/knowledge, skills, and abilities necessary to do the work. (Transcripts Required) -OR- One (1) year of specialized experience equivalent to the next lower grade level (GS-5) in federal service, involving the performance of administrative and management work or equivalent, in the normal line of progression for the occupation, that has equipped me with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes but not limited to: Assisting with procurement and contract administrative functions within a healthcare environment; preparing procurement packages; assisting with the development of procedures and processes to increase productivity and efficiency; and utilizing office automation software such as Microsoft Office Suite products. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- An equivalent combination of successfully completed graduate level education and specialized experience as described above to meet the total qualification requirements for this position. (Transcripts Required) TO QUALIFY FOR THIS POSITION AT THE GS-09 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: At least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes but not limited to: Performing procurement and contract administration functions within a healthcare environment; preparing procurement packages; providing support for pre-award, award, and/or post-award contract actions for different and/or non-standard supplies and/or services; developing and analyzing reports to make recommendations on procurement and contracting issues; developing procedures and processes to increase productivity and efficiency; and utilizing office automation software such as Microsoft Office Suite products. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Successful completion of a master’s degree or two (2) full years of graduate level education leading to such a degree in a related field of study that demonstrates your ability to perform the duties of this position. Education cannot be credited without documentation. ~OR~ COMBINATION: Equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must have provided the knowledge, skills, and abilities necessary to do the work of this position (as described above). Physical Requirements: Work is normally sedentary but includes some walking, standing, bending, and carrying light items such as papers and books. No unique physical demands are required to perform the work. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The purpose of this position is to serve as a Procurement Program Specialist for the Roseburg Veterans Affairs (VA) Healthcare System (RVAHCS), providing complex procurement and contracting support to Facilities Management Services, various supervisors, administrative officers, and/or contract specialists by preparing, verifying, and documenting contract awards, modifications, interagency agreements, and various other complex/non-complex procurement and contract administration functions.
