To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following: Specialized Experience: One year of specialized experience, education, or training at the next lower grade level (GS-09) in working with two or more personnel programs and so requires a wide range of military HRM concepts, laws, policies, practices, analytical, and diagnostic methods and techniques to solve a wide range of complex, interrelated HRM problems and issues. AND Experience with technical/policy issues presented by subordinates, analyzes and provides recommendations on significant issues and problems related to work accomplishments, and provides technical and advisory services to subordinates with in area supervised as well as to management officials within the units serviced. AND Experience with consultation to discuss timeframes, scope of assignment, and possible approaches. AND Experience in determining appropriate principles, practices, and methods to apply during the assignment, frequently interprets regulations on own initiative, applies new methods to resolve complex and/or intricate, controversial or unprecedented issues and resolves most conflicts that arise; and keeps supervisor informed of progress and controversial problems. In addition to experience in managing the function of the work to be performed. AND Experience which includes leading, directing and assigning work of personnel. OR At the GS-11: Must have a Ph.D. or equivalent doctoral degree, or, 3 full years of progressively higher level graduate education leading to such a degree, or. LL.M., if related OR A combination of the education and experience listed above. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown above meets the requirements for positions at the GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. This position is located in the G1, at the Military Personnel Office (MILPO) on Camp Mabry in Austin, TX. The purpose of this position is to supervise and manage two or more of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Standard Installation and Division Personnel System (SIDPERS), Personnel Services Section, Medical Section, or the Education Section. Texas is one of 9 states with NO state income tax.
