You must meet the following requirements by the closing date of this announcement: QUALIFICATIONS : GRADE-9: To be minimally qualified for this position at the GS-9 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-7) in the normal line of progression. Specialized experience for this position includes: Experience with communication functions to include assisting in planning, designing, developing, maintaining, and communicating content across a variety of communication platforms (i.e., web, email, virtual team rooms, and electronic libraries); knowledge of English grammar, punctuation, different writing and format styles, and 508 compliance. Experience assisting the communications lead/ program manager in analyzing, researching, and editing publications and policies and procedures; maintaining assignments and/or records on a common reference library or sharepoint site as directed by management, and oral and written communication skills to consult with program managers, establish and maintain collaborative working relationships with teammates, and prepare reports and draft publications or revisions. OR You may qualify based on education as follows: A Master’s or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR 2 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study OR LL.B or J.D., if related. OR You my qualify with an equivalent combination of graduate education and experience. QUALIFICATIONS GRADE-11: To be minimally qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-9) in the normal line of progression. Specialized experience for this position includes: Experience managing communications for a technical subject matter including planning, designing, developing, maintaining, and communicating content across a variety of communications platforms (i.e., web, email, virtual team rooms, and electronic libraries) to meet client and stakeholder needs; researching a variety of sources and proposing recommendations to improve the readability, tone, and overall quality of materials that are interpretative in nature to ensure 508 compliance and final products are clear and concise. Experience coordinating with subject matter experts and others to draft policy and procedure documentation, agreements, standard operating procedures (SOP), and/or staff and client training material; assisting with developing and maintaining a reference library of policies, procedures, desk guides and job aids for applicable staff and client access. Experience communicating effectively both orally and in writing to prepare reports and assessments and articulate differing viewpoints. OR You may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a related field of study OR 3 full years of progressively higher-level graduate education leading to a graduate degree in a related field of study OR LL.M., if related. OR You my qualify with an equivalent combination of education and experience. QUALIFICATIONS GRADE 12: To be minimally qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression. Specialized experience for this position includes: Experience managing communications for a technical subject matter including planning, designing, developing, maintaining, and communicating content across a variety of communications platforms (i.e., web, email, virtual team rooms, and electronic libraries) to meet client and stakeholder needs; facilitating discussions with a team of program managers in developing technically correct user/desk guides, job aids, and reference documents. Experience performing quality assurance to ensure acceptable quality before distribution and conducting or reviewing usability surveys and evaluating feedback or gathering other feedback to continuously improve documentation. Experience coordinating with subject matter experts and others to draft policy and procedure documentation, agreements, memos of understanding (MOU), standard operating procedures (SOP), and/or staff and client training material for programs and services; developing and maintaining a reference library of policies, procedures, desk guides, and job aids for applicable staff and client access. Experience communicating effectively both orally and in writing to prepare and present reports, briefings, and assessments and articulate differing viewpoints.
