Management and Program Analyst – Temporary Promotion or Detail

TO QUALIFY FOR A DETAIL: There are no qualification requirements. Employees who currently hold a position at the full performance level (FPL) or higher, will be placed on a detail at the FPL advertised. Employees who do not meet the qualifications (i.e., Time in Grade requirements and/or specialized experience) will be placed on a detail at their current grade level. TO QUALIFY FOR A TEMPORARY PROMOTION: Candidates applying for temporary promotion must qualify with Specialized Experience. Specialized Experience: The candidate’s resume must demonstrate at least one year of specialized experience equivalent in difficulty and complexity to at least the GS-11 level in Federal Service. Specialized experience is defined as utilizing the Department of the Interior (DOI) Federal Business Management System (FBMS) and the PRISM contract writing system in regard to data extraction, report writing, and data research. Additionally, candidate must have knowledge of the Federal acquisition process including DOI and BOR specific requirements and policies. Desired knowledge, skills and abilities: Familiarity with the Federal Procurement Data System – Next Generation (FPDS-NG) and its available reporting options. Knowledge of data review and analysis techniques. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/14/2024.
