MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). Demonstrated experience implementing Equal Employment Opportunity (EEO) regulations and policies. 2. Demonstrated experience managing EEO case files in accordance with federal timelines and regulatory requirements. 3. Demonstrated experience with EEO complaint processing procedures (e.g, intake interviews, counseling, mediating informal resolutions, case management, and documentation). 4. Demonstrated experience communicating EEO issues to diverse audiences (e.g, employees, management, and external stakeholders). EDUCATION REQUIREMENT: A. Education: Bachelor’s degree from an accredited college or university in Business Administration, Communications, Education, Human Resources Development, Psychology, Public Administration, Social Work, Sociology, or a related field. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in planning, leading, or managing EEO and/or diversity and inclusion programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in planning, leading, and managing EEO and/or diversity and inclusion programs, or a related area that demonstrates the ability to successfully perform the duties associated with this work. -AND- Must complete required initial training and annual continuing education according to the duties of the position: 1) EEOC approved Training: Incumbent must receive thirty-two (32) hours of EEOC approved initial training prior to assuming investigator or counseling duties and must receive at least eight hours of continuing Counselor training every year. -OR- 2) RA Officer Training: Incumbent must complete below courses within 12 months of assuming RA duties and must receive at least ten (10) hours of continuing RA/EEO training every year, as approved by supervisor. * Disability Program Management course (offered by the Defense Equal Opportunity Management Institute), or equivalent * Disability Program Manager Basics (offered by the EEOC training institute), or equivalent * ADA Basic Building Blocks (www.adabasics.org), or equivalent * EEO in the Federal Sector, or equivalent DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired: 1. Proven experience in managing multiple projects simultaneously, particularly in the area of EEO, with the ability to meet deadlines, coordinate with cross-functional teams, and deliver results under pressure. 2. Experience with EEO case management systems (e.g., iComplaints, Entellitrak), and proficiency with Microsoft Office Suite (Word, Excel, PowerPoint) for data analysis, report generation, and presentations. 3. Experience designing and delivering EEO-related training programs for employees, supervisors, and managers. Ability to tailor training to address specific organizational challenges and foster greater understanding of EEO policies.
