NOTE: You must meet qualification requirements, including any requirements described in the Education section, by the closing date of this announcement. In addition to the basic entry education requirements, you must have specialized experience and/or directly related education as described below: To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as providing policy and/or procedural guidance on State Implementation Plans (SIPs); and leading projects and/or special studies to improve the efficiency of operations. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of SIP. Knowledge of the Clean Air Act (CAA) Amendments of 1990 and other Federal environmental laws, regulations, and policies pertaining to air quality programs. Skill in written communication sufficient to write Federal Register notices to justify and explain Agency SIP actions. Knowledge of stationary and/or mobile source and permitting programs and strategies under applicable CAA and EPA statutory and regulatory requirements. Skill in collaborating with external stakeholders in order to coordinate the development of SIP revisions and source-specific SIP actions. Skill in oral communications sufficient to provide technical advice on SIP requirements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. These positions are in Region 3, Air Radiation Division, Planning and Implementation Branch.
