Mandatory Requirements: Expert knowledge of IC and USG counterproliferation and biosecurity missions, objectives, programs, and requirements for future capabilities. Expert managerial and leadership experience with personnel and financial management policies, regulations, and practices. Proven strategic planning and critical thinking skills required to garner innovative solutions from highly technical staff members and implement change with resourcefulness and creativity. Expert ability to coordinate, network, and communicate across IC and USG departments and agencies to develop, coordinate, and influence win-win solutions for complex scientific issues. Excellent oral and written communication skills, including ability to clearly convey complex information to highly technical staff members, colleagues, senior leadership, and stakeholders.
The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats
