To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09 . The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-09 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the knowledge, skills, and abilities to perform successfully the duties of the Supervisory Program Analyst, GS-09 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-07 level in Federal service to qualify at the GS-09. Examples of specialized experience include: 1. Initiates disciplinary actions and performance awards. 2. Continually evaluates internal processes and identifies deficiencies, recommending system resolutions and improvements. 3. Completes data abstraction and provides analysis of data/information as part of program reviews. OR; GS-09: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess Master’s or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR: GS-09: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Program Analyst position, which may be used to meet the experience requirements for GS-09 position? GS-11 Specialized Experience: Do you possess at least one (1) full year of specialized experience, which equips you with the knowledge, skills, and abilities to perform successfully the duties of the Supervisory Program Analyst, GS-11 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-09 level in Federal service to qualify at the GS-11. Examples of specialized experience include: 1) Determine the scope of issues, determine the research methodology to gather facts, and then provide guidance and training to staff members. 2) Routinely meets with team to review and discuss challenge resolution; audits completed staff workload; performs inquiry resolution to ensure adherence of federal healthcare regulations, statutes, and VA policies. 3) Manage and raise awareness of resource distribution issues, making recommendations to program leadership about the distribution or redistribution of resources. 4) Interaction with program leadership, internal and external stakeholders.. 5) Ensures accurate processing of healthcare claims and accurate invoices for payment. OR; GS-11: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess a PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related? Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR; GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Supervisory Program Analyst position, which may be used to meet the experience requirements for GS-11 position? You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. No special physical exertion is required. The position is located in the Veterans Health Administration (VHA) Office of Finances, Payment Operations, Western Region. Through the VHA Chief Financial Officer (CFO), VHAs Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH).
