To qualify at the FV-J (GS/FG 14/15) level you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the FV-I (GS/FG 13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes experience and knowledge of franchise fund, appropriations law and government budgetary policies and regulations to maintain business operations; financial analysis and interpretation of detailed financial reports; experience motivating employees to accomplish tasks, encourage innovation and creative thinking, and maintain focus on customer services; identify problem areas and to develop and recommend new policies and procedures for resolution; experience developing business strategies for pricing, cost of goods sold and revenue and expenditures for parts, services and administrative cost. AND Quality Ranking Factor (QRF): Well qualified candidates will demonstrate experience utilizing Federal Appropriations Law and Revenue Recognition within a Franchise Fund/Fee for Service business model. As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding. Serves as a Financial Management Subteam Manager in the Federal Aviation Administration Logistic Center (FAALC) Product Services Group.
