You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: GS-12 QUALIFICATIONS: To be minimally qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-11) in the normal line of progression. Specialized experience includes applying a wide range of HR laws, principles, practices, techniques, and regulations applicable to a staffing/recruitment and/or classification program to design HR processes to meet business requirements and provide authoritative consultation to leadership. Experience utilizing an automated applicant management system (e.g., CareerConnector, USA Staffing) to provide comprehensive automated staffing and placement services; participating on a team to review and improve automated staffing systems and using system functionality to develop alternative staffing solutions to streamline and/or improve processes; participating in HR studies, workgroups, and projects/ programs utilizing analytical and evaluative methods and techniques, both qualitative and quantitative, HR principles, concepts, and practices in order to define problems, identify relationships, evaluate and determine quality, assess impacts, and arrive at conclusions. Experience with communication techniques to communicate effectively both orally and in writing with diverse internal and external audiences and present recommendations and technical information to management, functional clients, and stakeholders. GS-13 QUALIFICATIONS: To be minimally qualified for this position at the GS-13 level, you must have at least one year of specialized experience equivalent to the next lower level (GS-12) in the normal line of progression. Specialized experience includes applying a wide range of advanced HR laws, principles, practices, techniques, and regulations to design and implement HR solutions. Experience with business process reengineering concepts, HR information systems concepts and methods, and consultative skills sufficient to serve on a business reengineering team involved in developing strategic plans for the enhancement, development, delivery, and maintenance of large-scale HR information systems pertaining to hiring operations. Knowledge of business transformation, and other disciplines supporting business enterprise management; participating on a team to review and improve automated staffing systems and using system functionality to develop alternative staffing solutions to streamline and/or improve processes; participating in HR studies, workgroups, and projects/ programs utilizing analytical and evaluative methods and techniques, both qualitative and quantitative, HR principles, concepts, and practices in order to define problems, identify relationships, evaluate and determine quality, assess impacts, and arrive at conclusions. Experience with communication techniques to communicate effectively both orally and in writing with diverse internal and external audiences and present recommendations and technical information to management, functional clients, and stakeholders. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
