SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate’s resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as: 1) PROJECT MANAGEMENT: Successfully managing a large and complex set of customer settlement reconciliation and invoicing, leading research and evaluation of industry settlement initiatives with a variety of stakeholders across the industry, including in Bulk Marketing, Contracts, Billing, and Accounts Payable, along with internal and external stakeholders to BPA; and 2) TECHNICAL COMPETENCE: Leading the design and implementation of technical and complex new market initiatives or new trading and scheduling products related to settlements; Leading efforts in innovation of workflows and system enhancements to more efficiently and accurately settle with our customers ensuring BPA meets its financial obligations. Oral Communication Project Management Technical Competence “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. This position is located with Bonneville Power Administration, in the Contract Administration & Settlements (PTKC) organization in Scheduling Coordination (PTK), Bulk Marketing (PT), Power Services (P). A successful candidate in the Public Utilities Specialist (Settlement Analyst) position will serve as a Settlements Analyst performing work to reconcile Power schedules and invoices in accordance with provisions of surplus sales and purchase contracts and long-term agreements.
