Management and Program Analyst

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement: Specialized Experience: Specialized Experience/ Education for GS-09: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the Federal service. Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity. Planning, coordinating, and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR You may qualify based on education as follows: A master’s or equivalent graduate degree in a related field of study. OR two (2) full years of progressively higher level graduate education leading to degree in a related field of study. OR LL.B or J.D., if related. OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. Specialized Experience/ Education for GS-11: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the Federal service. Specialized experience for this position includes: Preparing evaluations for a segment or phase of a broader project or study. Utilizing conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives. Experience preparing draft reports and other substantive guidelines and materials; recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations, proposing recommendations, and conducting studies of employee/organizational efficiency and productivity. OR You may qualify based on education as follows: a Ph.D. or equivalent doctoral degree in a related field of study at an accredited college or university. OR three (3) full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study OR an LL.M. in a related field. OR You may qualify with at least one (1) year of combined qualifying education and specialized experience as defined above. Specialized Experience for GS-12: You must have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position includes: Demonstrated accomplishment of evaluative and analytical methods to identify and measure accomplishments and progress, revise methods, and develop new approaches to information gathering; knowledge of project management techniques to plan, schedule, and conduct complex projects. Experience identifying actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations and knowledge of budgeting methods and techniques to prepare analyses and estimates. Experience with oral communication techniques to present findings and negotiate solutions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
