In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of security disciplines, concepts, principles, practices and requirements applicable to the installation’s War and Contingency Plans programs. Knowledge of Wing Commander or higher headquarters directives as it relates to the Wing Commander’s Crisis Action Team (CAT) during exercises or actual emergencies to apply unique management tools to develop an effective converged solution to systemic problematic issues affecting the Wing and serviced activities. Knowledge of the multiple processes are imperative and involved in the strategic plan development and implementation by the incumbent. Ability to assemble, compose, coordinate, and track information for routine as well as unique reports, inquiries, and related correspondence are necessary to ensure mission success. Knowledge of a wide range of methods to conduct inspections and investigations, collect and analyze information, and evaluate the effectiveness of the Wing programs. Knowledge of analytical methods for determining and evaluating vulnerability threats, intelligence data, and other specialized areas resulting in possible program compromise. Knowledge of information systems, life cycle management processes, and procedures; knowledge of technologies, techniques, objectives, problems and solutions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a range of qualitative and/or quantitative methods to participate in the assessment and improvement of plans and programs for conducting operations such as Training, Tactics & Exercises; associated war and contingency plans, mobilization, deployment or similar operations; and in coordination with base support work to improve complex management processes/systems and to advocate the command’s strategic/transformation planning. Knowledge of program goals and objectives; such as methods of evaluating the effectiveness of planning actions related to actual events; and/or the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 2. Knowledge and skill in applying AETC strategic guidance for developing and managing the wing’s and subordinate units’ strategy management systems. Ability to manage and facilitate cascading the strategic guidance process to subordinate units. Knowledge and skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Ability to work as a team with manpower to measure and improve program effectiveness and/or organizational productivity and to provide options for improvement. 3. Ability to plan, organize, and direct the functions and staff of an organization in studies or projects; to analyze, plan, and adjust work operations to meet program requirements and objectives within available resources; and to negotiate effectively with other wing organizations to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. 4. Skill in developing and/or overseeing new or modified work methods, organizational structures, management processes, and/or program administration procedures. 5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. Skill in conducting interviews with senior leaders at all levels with the Command to obtain information about organizational missions, function, and work procedures. 6. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The primary purpose of this position is to manage the installations War and Contingency Plans program for the 47th Flying Training Wing by analyzing, evaluating, developing and monitoring plans, studies and projects directed by the Wing Commander or higher headquarters; and serves as the Wing Commanders CAT Director during exercises or actual emergencies.
