IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). Area 3 = Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard. Area 4 = Warrant Officers and Enlisted Prior (former) members of the Puerto Rico Army National Guard. Area 6 = Applicants who meet all requirements to become Warrant Officers and Enlisted members of the Puerto Rico Army National Guard. DUTIES: As a TELECOMMUNICATIONS SPECIALIST (RADIO TECH) (D2582000), GS-0391-11, you will support tactical and emergency communications for the State and territory National Guard and serve as a subject matter expert for all government and commercial off the shelf (COTS) radio systems utilized by the National Guard, providing train the trainer level classes on those systems, guiding procurement of commercial off the shelf systems, and strengthening the state’s radio maintenance program. PHYSICAL DEMANDS: Work is mostly sedentary, requires some walking, standing, bending, or carrying of light objects. WORKING ENVIRONMENT: Work is predominately performed in an office or similar setting. May occasionally visit construction or work sites to ensure proper placement of equipment. GENERAL EXPERIENCE: Work primarily concerned with the movement of information between locations. Information moved in the form of voice communications, such as radio or telephone (including cellular), data communications involving digital transmission between computers, computer terminals, facsimile stations, or video communications such as that used in teleconferencing. Technical work of gathering materials; coordinating schedules; developing specifications and planning telecommunications programs and projects; testing equipment; providing services and software for performance acceptability; and related work connected with the acquisition, technical acceptance, installation, testing, modification, and replacement of telecommunication equipment, services, and systems. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year at the next lower (GS-09) level or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as running the preventative maintenance program for all tactical and commercial off the shelf radio equipment; maintaining emergency communications response equipment; performing routine maintenance on commercial off the shelf radio equipment; monitoring national preventative maintenance bulletins and electronics maintenance shops; maintain communications towers and commercial off the shelf (COTS) repeater systems; ensuring radio-based emergency communications systems are regularly tested and personnel are trained in radio operations; managing nets frequency and trunked systems; providing guidance and assistance in activities operating radio nets and ensuring the successful application of communications plan as it applies; serving as a subject matter expert for radio crossbanding involving National Guard systems.
