The Office of Personnel Management’s (OPM’s) group qualification standards covering white collar occupations in the Federal competitive service can be found: Here Specialized Experience: GS-09: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-07) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA’s) to perform successfully the duties of the position. Specialized experience for this position is defined as: (1) using accounting and auditing policies, procedures, and principles sufficient to identify financial problems, discrepancies, overpayments, underpayments, or erroneous data and (2) using computer applications to work with accounts payable and receivables. – OR – Applicants may substitute education for experience at grade GS-09. Master’s or equivalent graduate degree OR two (2) full years of progressively higher level graduate education leading to such a degree -OR- LL.B or J.D., if related – OR – Applicants may combine education and experience to qualify for grade GS-09. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified above and may be computed by first determining the applicant’s total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant’s education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Note: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience you document, to include volunteer experience.
This position is located within the VA Regional Office, Support Services Division and serves as a Financial Administrative Specialist working independently with internal and external customers on operational matters and on exercising program responsibilities.
