ATTORNEY-ADVISER (GENERAL)

GENERAL REQUIREMENTS: You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). In addition, at the time of application, you must provide proof, dated within four months of application, of “active” status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in “active” status and shows date obtained, it must be within 4 months of the date of application. A copy of the bar card is not sufficient proof of good standing. I am a graduate of a law school accredited by the American Bar Association AND I am an active (or equivalent) member, in good standing, of the bar of the highest court of a state, U.S. commonwealth, U.S. territory, or the District of Columbia; (you MUST submit a Certificate of Good Standing dated within 4 months of your application) – AND – I have professional legal experience in excess of two (2) years that is commensurate with the duties and responsibilities of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of federal acquisition law including but not limited to statutes, Federal Acquisition Regulation (FAR) and supplements thereto, DoD Directives, Air Force Policy Directives and Instructions, and federal and Armed Services Board of Contract Appeals (ASBCA) case law. 2. Maintenance of a current license as an attorney and counselor-at-law in a state or territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. 3. Demonstrated skill in researching legal issues raised by requests for formal opinions, the analysis of complex factual situations in light of the results of such legal research and general legal principles, and the preparation of written legal opinions and fraud remedies plans based upon such research and analysis. 4. Proven skill in effective communication, both orally and in writing. 5. Proven skill in using negotiation techniques to protect the Government’s position in acquisition/fraud actions. 6. Ability to obtain and maintain the appropriate security and program clearance necessary to execute the duties of the other position. 7. Ability to maintain current knowledge of changing statutory and regulatory guidance as they relate to the duties of the position, as well as general developments in technology that may improve the effective delivery of legal services. 8. Ability to conduct oneself in accordance with generally accepted standards of professional demeanor. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The primary purpose of this position is to analyze complex procurement fraud cases and contractor suspension/debarment actions and provide highly accurate and timely advice and recommendations to the Air Force General Counsels Office (SAF/GC), senior leadership at HQ AFMC, and to the Department of Justice (DoJ).
