To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Time-In-Grade Requirement: For a GS-09 position you must have served 52 weeks at the GS-07. Time-In-Grade Requirement: For a GS-11 position you must have served 52 weeks at the GS-09. You may qualify based on your experience and/or education as described below: For GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Performs auditing duties associated with either financial or operational audits of the revenue program and reviews the program’s degree of compliance with sound fiscal internal control and quality management. 2) Provides revenue utilization review support, address revenue reported issues, and address issues as needed. 3) Educate customers on service connections and/ or special authority, repayment plans, hardships and waivers. 4) Performs revenue validation functions such as filtering processes to determine billable encounters, tort feasor/workers compensation, repetitive services, prosthetics, service-connected or non-service-connected determination; tracking and pre-authorization of mental health encounters 5) Monitors the closing and creation, set-up, naming conventions and stop code assignments of new clinics within a facility and determines their designation as High Dollar such as surgeries, chemotherapy, dialysis, etc. OR, Education: Applicants may substitute education for the required experience (TRANSCRIPTS REQUIRED). To qualify based on education for this grade level you must have .a master’s or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work? OR, Combination: Applicants may also combine education and experience to qualify at this level (TRANSCRIPTS REQUIRED). Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Financial Management Specialist position, which may be substituted to meet the experience requirements for GS-09 position? Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. For GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. To qualify based on education for this grade level you must have .a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related? Physical Requirements: Work is primarily sedentary. The employee may sit comfortably to do the work. This position is located in a Consolidated Patients Account Center (CPAC) in the organization of the Deputy Director of Operations, the incumbent is serving as the Facility Revenue Manager (FRM) located on-site at a medical facility. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by consolidation of billing and collection activity supported by the medical center.
