To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Managing or advising on program/projects in one or more of the following phases: planning, designing, or construction; Working with internal/external stakeholders to procure funding for a program/project; Providing program management through all phases of a facilities project. As a Program Specialist with Facilities, Engineering, Maintenance, and Operation (FEMO), you will be responsible for managing the Construction of Facilities (CoF) program, the Demolition Program, and the Master Planning Process. You will be interfacing with internal and external stakeholders to develop and implement program requirements. You will work alongside facilities project managers to properly execute program requirements.
