To qualify for this position at the FV-K (FG/GS-15) level, you must demonstrate in your application that you possess at least one (1) year of specialized experience equivalent to the next lower level, FV-J (FG/GS-14). Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized Experience includes experience coordinating program objectives with Management Officials, employees and customers on strategies to support customer requirements through advanced concepts in logistics, supply chain fulfillment, acquisition, software procurement, hardware procurement, provisioning; creating new solutions and policy interpretations as situations requires; briefing senior management regarding program status, costs, and scheduling issues; monitoring spending against budget and recommending alternatives related to reallocation of funds in accordance with franchise fund rules; providing guidance and instruction, internally and externally, addressing complex issues across multiple projects, programs, and/or functional areas; collaborating with managers to acquire and allocate resources to complete activities within established schedules and budgetary requirements; making program decisions consistent with corporate values, culture and vision; participating in the development of strategic plans and in the strategic decision making process; effectively motivating staff to improve performance, encourage innovation and creative thinking, and maintain focus on customer service. AND Quality Ranking Factor (QRF): Well qualified candidates will demonstrate each of the following within their resume: 1) A financial background that demonstrates financial management expertise by utilizing Federal Appropriations Law and Revenue Recognition within a Franchise Fund/Fee for Service business model. 2) Application of Project Management Professional (and/or) Lean Six Sigma principles and procedures. 3) Experience with logistics and supply chain support functions and the financial elements of those functions. As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the managers individual performance, and available funding. Serves as the Program Manager (Programs and Support Manager) for the Product Services Group (AJW-L500) within the FAA Logistics Center.
