Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing advice and guidance to senior leadership to include the White House, Senate, Department, other Federal agencies and non-governmental organizations. Experience interpreting and applying knowledge of policy, legislation, and practices to assess overall effectiveness in programs. Experience providing program oversight including reviewing policies, management controls, and information and documentation systems. Experience utilizing analytical, evaluative and statistical methods and techniques to measure the efficiency and effectiveness of programs and policies related to Presidential Appointments. Experience developing new or revised policies, operating procedures, guidance, and program improvements and changes that enhance the effectiveness and efficiency of operations. There is no substitute of education for specialized experience for the GS-14 position.
This is a TEMPORARY, INTERMITTENT position in the Office of Presidential Appointments, Bureau of Global Talent Management (GTM/PAS) which leads and executes the Departments Presidential Appointments Programs. The incumbent serves as a Senior Advisor to the Office Director in providing authoritative advice and guidance concerning the planning, coordination, and execution of programs and functions facilitating the key priorities and initiatives of the White House, Department, and Bureau.
