To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience evaluating human capital management programs and operations using qualitative and quantitative analysis methods to develop goals and objectives to support departmental workforce and program performance. Experience developing strategic workforce plans at the agency level, and providing guidance to subagencies or offices on technical areas (e.g. Cyberworkforce, Information Technology, Permitting) workforce plans. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Human Capital Management – Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations. Workforce Planning – Knowledge of HR concepts, principles, and practices related to determining workload projections and current and future competency gaps to align human capital with organizational goals. Written Communication – Writes in a clear, concise, organized, and convincing manner for the intended audience. Oral Communication – Makes clear and convincing oral presentations. Listens effectively; clarifies information as needed For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position is located in the Office of the Secretary (OST), Departmental Office of Human Resources Management, Human Capital Planning and Solutions Division. The position serves as the Departmental Workforce Planner and provides expertise and leadership in the development, implementation and promotion of comprehensive workforce planning and succession planning for the U.S. Department of Transportation.
