You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-12 LEVEL: To be minimally qualified for the position, you must have at least one (1) year of specialized experience equivalent to the grade 11 level. Your experience must demonstrate knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate program plans and determine impact of changes on program goals; Experience with cross-functional programs and their interrelationship with assigned program to conduct reviews, studies/projects and coordinate systems and resource utilization of program operations; Experience with consolidating report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic compliance initiatives; Experience interpreting, developing, adapting, and coordinating analytical reviews of new procedures and program requirements of the Service and their impact on compliance operations and resources; Experience with recognizing significant tax compliance issues and enforcement changes in order to develop new or revised procedures or products for compliance programs; Experience with principles of management planning, program analysis, and process analysis to develop, design, and implement new or revised procedures; Experience with preparing comprehensive written reports (i.e., briefings, procedural and regulatory), disseminate information, and document findings and conclusions. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to “All US Citizens”. SPECIALIZED EXPERIENCE GS-13 level: To be minimally qualified for the position, you must have at least one (1) year of specialized experience equivalent to the grade 12 level. Your experience must demonstrate thorough knowledge of IRS functions, programs, policies, regulations, procedures, and operations to evaluate programs plans and determine impact of changes on program goals; Experience must demonstrate knowledge of cross-functional programs and their interrelationship with program areas to conduct reviews, studies/projects, and coordinate systems and resource utilization of program operations; Experience with consolidating report data to measure the effectiveness in meeting baselines or to the degree to which program plans and achievements support strategic compliance initiatives; Experience with recognizing tax compliance issues and enforcement changes to develop new or revised procedures or products for compliance, taxpayer education and communications, or account management programs; Experience using the principles of management planning, program and process analysis to develop, design, and implement new or revised policies and procedures; Experience with oral communication to present plans and proposals to individuals and workgroups, including top-level managers and field employees, as well as, demonstrating sufficient experience in written communication to prepare written reports, disseminate policy information, and document findings and conclusions. In addition, you must demonstrate sufficient experience in providing guidance and serving as a technical program and policy expert to prepare complete decision packages, studies, and recommendations. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible.
