AREA OF CONSIDERATION: This position is in the Excepted Service “under the authority of Title 5, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)”, and is open to current on-board (Tenure 1, 2 and 3) US Federal employees interested in helping the Department of the Army meet our mission requirements with Plans and Operations Specialist. PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard. FLARNG BUS Code NG5022: This position is “included” in the bargaining unit and eligible for labor organization representation. The current exclusive representative is The Association of Civilian Technicians, Chapter 87 and the President is Mr. Michael Ortmayer at actch87@gmail.com. NOTE: 1. Must be able to obtain and maintain TOP SECRET security clearance. 2. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. GENERAL EXPERIENCE: Must have experience, education or training which provided a general knowledge of principles of organization, management, and administration. Compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information. Progressively responsible experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS11 Must have at least one year of specialized experiences at the GS-09 level or the equivalent which provides knowledge and/or experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations. TEMPORARY PROMOTION- For Title 5 selectees only: This is an obligated position. If a permanent employee is in the Title 5 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 5 position once the Technician returns to his/her original position. If the Technician, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, this position will NOT be converted to a permanent status, will not exceed further 30 September 2025. INDEFINITE APPOINTMENT-For Current Title 32 selectees only: This is an obligated position. If an on-board individual employed in the Title 32 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the Technician exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position will NOT be converted to a permanent status, will not exceed further 30 September 2025. INDEFINITE APPOINTMENT- Florida State National Guard Members (Not Current T5 or T32 Onboard) This is an obligated position. Selectee will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the Technician exercises reemployment right to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the Technician, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position will NOT be converted to a permanent status, will not exceed further 30 September 2025.
