EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0340). GS-14: 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-13 in the Federal Service (obtained in either the public or private sector). This experience must include 3 of the 4 activities: 1) the organization, mission, and objectives of BIA to carry out the management functions as a Superintendent; 2) public laws, rules and regulations requirements, and court rulings relative to Indian affairs; 3) Indian tribal trust resources and other Indian resources, Natural Resources to comply with performance goals and to assess the progress toward attainment of those goals; 4) to supervise, monitor and regulate employees in their performance of assigned or delegated tasks, and interpersonal skills. These examples are not all inclusive (please refer to the summary of duties for specialized experience). SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and is typically in or related to the position to be filled. This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and programs was not performed, will not be qualifying. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
This position is located with the Bureau of Indian Affairs, Superintendent – Lower Brule Agency in Lower Brule, South Dakota. NOTE: TRAVEL AND RELOCATION EXPENSES WILL BE AUTHORIZED IN ACCORDANCE WITH THE FEDERAL TRAVEL REGULATIONS.
