Program Analyst

NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-15 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-14 level defined as providing leadership, oversight, stakeholder outreach, and technical expertise on resource conservation, recovery, and/or waste management; establishing and monitoring performance measures to assess the effectiveness, efficiency, and/or progress of an organization or a multi-disciplinary team; and coordinating activities or communications with multiple stakeholders. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of climate adaptation and mitigation measures and/or equally high-level agency policies impacting the hazardous waste industry and various materials management sectors. Skill in developing long-range and short-range program planning and strategy development for an office related to climate adaptation and mitigation and/or equally high-level agency policies. Ability to advise senior leaders on legislation and provide recommendations. Skill in written communication. Ability to collaborate with a diverse group of professionals and stakeholders. Knowledge of environmental regulations (i.e., Resource Conservation and Recovery Act, Toxic Substances Control Act). Skill in developing and reviewing regulatory policy and guidance documents. Ability to lead a team. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
