Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to at least the GS-14 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) working on the design, siting, construction, maintenance, or regulatory review/oversight of utility-scale offshore wind projects; or equivalent experience for a closely related energy, maritime or transportation technology of similar scale and complexity; 2) applying regulations and official guidance and principles, such as legal and administrative procedures, environmental law, Bureau of Ocean Energy Management (BOEM)/Council On Environmental Quality (CEQ) regulations and practices, Outer Continental Shelf (OCS) decision making, and energy or transportation permitting procedures; 3) applying communicative techniques to effectively and diplomatically interact with internal and external customers; and 4) managing a diverse technical staff, such as engineers.
