Supervisory Contract Specialist

To qualify for this GS-15 position, applicants must demonstrate that they meet the Basic Requirement AND Specialized Experience as noted below. Basic Requirement: You must meet one of the items listed below (A, B or C): A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. In addition, applicants must have successfully completed a 4-year course of study leading to a bachelor’s degree from an accredited college or university, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note: Transcripts (official or unofficial) must be submitted to support claim. B. I qualify as an Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. Note: SF-50(s) must be submitted to support claim. AND Specialized Experience: GS-15: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Leading and directing a team of contracting and procurement personnel, including establishing work plans, delegating work, and reviewing and evaluating performance; Overseeing contract execution and contract administration that meets the organization’s contracting and procurement program goals and objectives, while assuring compliance with contracting, procurement, and acquisition, statutes, regulations, policies, and procedures; and Providing expert guidance to internal stakeholders on an organization’s contract and procurement program, including planning, developing and implementing contractual terms and conditions. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet “time-in-grade” requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), “Notice of Personnel Action” that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
