To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For GS-7 a position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. One full year of graduate education; OR Have a Bachelor’s Degree with Superior Academic achievement. OR GS-07 Specialized Experience: Have one year of specialized experience equivalent to at least GS-05 on Federal Service that typically includes, but is not limited to, 3 of the 5 following specialized experience examples. Review and edit documents and reports Utilize various office automation software programs Apply Federal law and Emergency Management Regulations Ensure compliance with applicable guidelines Aide in developing ever-evolving concepts, strategies and business practices OR GS-07 Combination of Education & Specialized Experience: Have more than 3 years of undergraduate education and specialized experience. GS- 09 Educational Qualification: Possess level of education reflected in one of the below statements. If basing all or part of qualification on education, transcript is required with the application and unofficial transcripts are acceptable. Master’s Degree or equivalent graduate-level education; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if relate OR GS-09 Specialized Experience: Have one year of specialized experience equivalent to at least GS-07 on Federal Service that typically includes, but is not limited to, 5 of the 7 following specialized experience examples. Interpret and apply theories, concepts, principles, practices, methods, and techniques of emergency management programs Apply regulations, policies, procedures, and principles as it relates to emergency management issues Use the National Incident Management System (NIMS) functional role in an operations center Prepare, review and edit executive-level reports Compile and provide input for executive-level presentations on a variety of topics and issues Utilize various office automation software programs, such as Microsoft Office Suite, to include word processing and spreadsheet applications. research and comprehend Federal law, Emergency Management regulations, policies, and guidance OR GS-09 Combination Education & Specialized Experience: Have more than one year of graduate education and specialized experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity including carrying persons and equipment, walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping. Deployments may include various housing and living conditions to include non-climate controlled, limited privacy sleeping facilities (for example, cots, tents, “hot-bunking”, gymnasiums, or similar), limited shower and laundry facilities, and limited feeding options (such as shelf-stable meals, meals-ready-to-eat (MREs), and field kitchens). The position is responsible for Emergency Management (EM) work preparing for and carrying out or coordinating emergency functions to prevent, protect from, mitigate against, prepare for, respond to, and recover from emergencies and disasters. The position serves as a program coordinator in one of the major areas for Emergency Management, Operations, Plans, or Logistics for the Veterans Health Administration Office of Emergency Management.
