In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: For the GS-09 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in the private or public sectors) performing at least three (3) of five (9) of the following: 1) Computing water release. (Example of typical activities include measuring average daily, diversion or bypass quantities.); 2) Operating and maintaining electronic weather station and related equipment; 3) Experience in stream gaging equipment; 4) Adjusting or repairing stream gaging equipment; 5) Maintaining electronic systems that record data and transmit via hard wire or wireless connections; 6) Surveying using total station, Global Positioning System (GPS) or three wire level instruments. (Example of typical activities include distance, elevation, areas, and land boundaries, and using mathematical calculations using algebra, trigonometry, and geometry.); 7) Interpreting engineering drawings, specifications, or schematics; 8) Utilizing Computer-Aided Design (CAD) software to produce drawings; or 9) Preparing reports, specifications, and other written documents that present technical information. OR Education: Successful completion of at least two full years (36 semester/54 quarter hours) of graduate level education or a master’s degree in which the coursework is directly related to the work of the position (such as: Engineering, Construction Management, or Surveying). The education must have been obtained in an accredited college or university. You must include transcripts. OR Combination: Successful completion of a combination of graduate level education that is directly related to the position and experience as described above. To combine education and experience, first take (in excess of 18 semester/27 quarter hours). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. The education must have been obtained in an accredited college or university. You must include transcripts. For the GS-10 Level: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing at least four (4) of nine (9) of the following: 1) Computing water release. (Example of typical activities include measuring average daily, diversion or bypass quantities.); 2) Operating and maintaining electronic weather station and related equipment; 3) Experience in stream gaging equipment; 4) Adjusting or repairing stream gaging equipment; 5) Maintaining electronic systems that record data and transmit via hard wire or wireless connections; 6) Surveying using total station, Global Positioning System (GPS) or three wire level instruments. (Example of typical activities include distance, elevation, areas, and land boundaries, and using mathematical calculations using algebra, trigonometry, and geometry.); 7) Interpreting engineering drawings, specifications, or schematics; 8) Utilizing Computer-Aided Design (CAD) software to produce drawings; or 9) Preparing reports, specifications, and other written documents that present technical information. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). One year at the GS-08 is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-10 level. Applicants eligible under the Land Management Workforce Flexibility Act (LMWFA) are not required to meet time-in-grade restrictions in order to be considered unless you have held a permanent position in the competitive service in the past year. You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 10/29/2024. You will receive credit for all qualifying experience, including volunteer experience. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as “varies”.
