In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for All Professional Engineering Positions (0801) located here or OPM Qualification Standards for Computer Science Positions (1550) located here. In addition to the above basic requirements, you must have the specialized experience listed below: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02 or equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience is responsible for all aspects of l & M development efforts and upgrades to existing capabilities supporting the BAF, IFAST, JSE, and other 412 EWG projects. Leads in the definition, planning, development, and fielding of new and advanced ground test capabilities for Electronic Attack (EA); Electronic Protection (EP); Electronic Warfare Support (ES); radar; communication, navigation, and identification; integrated avionics; and software intensive avionics systems to satisfy users and test customers’ needs. Knowledge, Skills and Abilities: Must have knowledge of program and project management concepts, principles, and techniques. Must have knowledge of EW T&E capability development. Must have strong ability to communicate effectively with a broad range of personnel both orally and in writing and to use modern computer software applications in support of communications and presentations. Knowledge of the DoD acquisition process including current procurement practices (DFAR, FAR), acquisition procedures, and government contracting for services and products. Strong ability to understand overall project objectives and to communicate the efforts across organizations and disciplines to ensure projects are developed and produced that meet customer requirements within cost and schedule parameters. Strong ability to research, analyze, interpret and apply rules, regulations, and procedures to a variety of situations and to recommend timely and economical solutions.
