A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service, i.e., NN-03 or GS-14. Specialized Experience is defined as: 1.Experience managing and completing complex technical projects relevant to the monitoring and verification of arms control and/or nonproliferation treaties and agreements in topics such as nuclear material detection, detector development, sample collection, data analysis, forensics, and/or chain of custody tools and procedures. 2. Experience presenting complex technical information to a variety of audiences, including senior management/senior leaders and non-technical personnel, and establishing consensus positions based various potential options. Examples include, but not limited to: Integrating applied research and development efforts of the DOE/NNSA National Laboratories and sites to accomplish established arms control monitoring and verification objectives. Engaging with partner organizations to accomplish objectives, including for applied technology development and the development of concepts of operation to accomplish monitoring and verification objectives. Working with and leading teams to accomplish monitoring and verification objectives. Developing written materials and delivering oral presentations that clearly outline and defend organizational positions. Developing consensus positions among senior and other government officials, including some who may have divergent viewpoints. Expert knowledge and experience with business and strategies planning practices; management and administration of financial resources; scope, schedule, and cost planning; resource allocation; and use of project management financial and implementation systems. The position is located at the National Nuclear Security Administration Headquarters in Washington, DC. The incumbent will provide expert, high-quality technical advice to senior management and guidance to project performers for developing and implementing DOE/NNSA and U.S. nonproliferation, arms control, and national security policies, overseeing development and maintenance of technical capabilities to execute nuclear material monitoring and verification missions.
