In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes developing, preparing, coordinating, testing and following-up on changes and/or workarounds to the software of human resources personnel systems; resolving problems report by the Human Resources community by researching, analyzing and testing the reported problem through the application system; providing thorough and accurate information and recommendations which are thoroughly researched; supported by trends, findings and analysis; and overseeing program area to ensure its operation is in compliance with appropriate laws and regulations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in applying, advanced testing principles, concepts, methods, and practices; reengineering concepts; and Total Force personnel data and information systems concepts, methods and their interrelationships. Knowledge of the theories, future or planned systems, principles, practices, and techniques of data systems capabilities and overall knowledge of the objectives, principles, and procedures concerning functional analysis of systems requirements. Knowledge of testing, evaluation and review methods and procedures to include software inspections, walkthroughs, unit testing, requirement validation testing, user acceptance testing, and post production testing. Ability to plan, schedule, conduct and execute meetings attended by a wide variety of members and that contain complex, controversial issues related to the testing of personnel management systems support and new personnel initiatives. Ability to apply computer configuration management principles and personnel knowledge to situations requiring cause and effect analysis. Ability to communicate effectively and clearly, both orally and in writing; work and maintain effective relationships with others; and carry out work independently. Analytical ability to effectively analyze changes in laws and policies and determine the impact on existing personnel processes and testing scenarios. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

The primary purpose of this position is: To serve as a Human Resources Specialist (Information Systems) performing a wide variety of duties and responsibilities in support of customer acceptance testing, establishment of standards
