OPEN AREAS OF CONSIDERATION: AREA 1, 2, 3, 4 Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite) – Only those current Vermont National Guard employees who are in a permanent or indefinite technician status as result of being competitively hired by the Vermont National Guard. Area II: All current Federal Employees from any agency. Area III: All current and former members of the VTNG. Area IV: Area IV: United States citizens. * Veterans’ Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans’ preference. BASIC REQUIREMENTS: Experience, education or training involving administration of supply management, storage, cataloging, packaging and distribution or other work which provided the applicant with a general knowledge of one or more aspects of the supply field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Demonstrated ability researching documents or other resources to coordinate inventory requirements. Knowledge of stock levels, inventory, shipping, receiving, requisitioning and requirements of supplies and equipment. Experience involving the control of supply stocks and accounting for equipment. Knowledge of supply management, cataloging, maintenance, and disposal procedures. Experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc. Demonstrated experience with cost estimates, budgets, or funding management. Experience conducting extensive and exhaustive searches for required information; reconstruct records for complex supply transactions; and/or provide supply operations support for supply activities. Length of time is not of itself qualifying. Candidates’ experience should be evaluated based on the duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant’s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics): –Knowledge of a wide range of supply principles, concepts, methodologies of various supply specializations commonly applied to the work. –Knowledge of established supply regulations, policies, operations, procedures, and other instructions applicable to the specific assignment. Knowledge to conduct extensive and exhaustive searches for required information in order to reconstruct records for complex supply transactions. –Knowledge and ability to perform routine aspects of supply work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management, such as inventory management, excess property, storage management etc. –Ability to independently plan and carry out work, resolving most conflicts on own. –Ability to resolves conventional supply problems, questions, and situations. OR EDUCATION: Successful completion of one full year of graduate level education or Superior Academic Achievement (S.A.A.). The S.A.A. provision is an educational achievement based on class standing, grade-point average or honor society membership. NOTE: You must submit a copy of official transcripts. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate level education (beyond a bachelors) and specialized experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of official transcripts. The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CONDITION OF EMPLOYMENT & NOTES: -This position is subject to the Lautenberg amendment to the gun control act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. – This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. -This is not a permanent appointment. -This is an indefinite tenure appointment not to exceed one year. -The incumbent will be separated at the expiration of the term of appointment.
