Conditions of Employment Continued: This position is designated as a Key Position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during and emergency are not available. This is a shift work position (24/7). During contingency operations and, as required by the supervisor, incumbent may be required to work extended/non-standard hours. Workload will require weekends, holidays, and nights. IAW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Transportation Operations (2150). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Examples of my specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Mastery knowledge of air operations and transportation concepts, principles, and methodology applicable to DoD transportation systems. Expert knowledge of organizational missions, objectives, and procedures of the services and the relationships with their support requirements of other areas such as logistics, aeromedical evacuation, Global Strike etc., and the regulatory framework in which they operate. Thorough knowledge of command-and-control operations to include en route locations. Extensive knowledge of logistics system capabilities and limitations including how airlift and air refueling operations, platforms, and capabilities impact these systems as provided by DoD transportation and affiliated civilian agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time–in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the policies, practices, regulations, and laws concerning global air mobility operations and transportation programs. Knowledge of safety and security regulations, practices, and procedures. Well-versed in all aspects of mobility operations to include mission planning, tasking, scheduling, coordination, dispatching, execution, and aircraft recovery. Expert technical knowledge of air and transportation operations policies, practices, regulations and laws concerning air mobility and military aircraft operations, concepts, principles and procedures; and methodology applicable to DOD air mobility operations and transportation systems along with knowledge of a wide range of qualitative and/or quantitative methods for assessment and improvement of Air Operations Center key processes and systems. Expert knowledge of the missions, roles, functions, organizational structures and operation of the DoD, US Pacific Command (USPACOM), AMC, PACAF, Air Force and organizations that govern, interface with and/or influence the complex process of global air mobility mission planning, allocation, and execution which encompasses air transportation of cargo, passengers, air refueling, contingency, and aero medical evacuation. Knowledge of information, industrial, and personnel security concepts, principles, and practices to plan and implement required security programs in these areas. Ability to plan, organize, and direct the organization’s functions, supervise, mentor, motivate, appraise and work with subordinate supervisors and nonsupervisory employees. Ability to communicate both orally and in writing, clearly and concisely and with technical and operational accuracy; negotiate complex issues; maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
