To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience with project management efforts for projects and/or programs which should include all facets of project management, including budgeting, contracting, scheduling, planning, communications, and/or execution. Experience with the implementation of program and/or project management strategies and initiatives, and leading presentations and briefings on same. To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include: Experience leading project management efforts for projects and/or programs which should include all facets of project management, including budgeting, contracting, scheduling, planning, communications, and/or execution. Experience leading the implementation of program and/or project management strategies and initiatives, and leading presentations and briefings on same. Experience with data management principles such as data manipulation, databases, PowerBi, data collection. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Data Systems – Knowledge of computer hardware and software development and systems as they apply to the conception, specification, analysis, planning, development, installation, test, modification and use of data handling and computing systems in support of aerospace flight and ground systems. Information Technology Program Management – Knowledge of the principles, methods, and tools for the coordinated management of an IT program to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance). For all types of consideration, experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position is organizationally assigned to the Federal Highway Administration (FHWA), Office of Administration, Office of IT and Data Services. The Highway Data Specialist provides direct, high-level support to the Data and Digital Services Team on business processes, performance management, and strategic initiatives. This position supports both FHWA Data Initiatives and serves as an expert advisor in activities pertaining to Federal-aid program and Federal Lands highway data projects.
