Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized experience for the GS-5 level is defined as: three years of general experience, 1 year of which was equivalent to at least GS-4, which includes progressively responsible experience that demonstrates the ability to analyze problems to identify significant factors, gather pertinent data, recognize solutions, plan and organize work, and communicate effectively orally and in writing. Specialized experience for the GS-7 level is defined as: 1 year of experience at the GS-5 or equivalent including work servicing customers using telephone and personal computer applications; counseling civilian employees concerning rights and entitlement to employee benefits; interpreting guidelines, regulations, and directives concerning civilian benefits, entitlement and retirement cases; and/or preparing necessary correspondence for external customers and federal agencies in order to resolve employee benefits and/or retirement and entitlement coverage. Specialized experience for the GS-9 level is defined as: 1 year of experience at the GS-7 level, including work in interpreting guidelines, regulations, and directives concerning civilian benefits and/or retirement and entitlement cases; utilization of the Defense Civilian Personnel Data System (DCPDS) and the automated interface with the Defense Finance and Accounting Services (DFAS), as it pertains to benefits and/or retirement and entitlements; computing annuities; assisting with claims for benefits; and/or preparing necessary correspondence for external customers and federal agencies in order to resolve employee benefits, worker’s compensation and/or retirement and entitlement coverage issues. Specialized experience for the GS-11 level is defined as: 1 year of experience at the GS-9 level, including work that involves interpreting guidelines, regulations, and directives concerning moderately complex civilian benefits and/or retirement and entitlement cases; participating as a team member for cyclic audit of civilian personnel actions; utilization of the Defense Civilian Personnel Data System (DCPDS) and the automated interface with the Defense Finance and Accounting Services (DFAS), as it pertains to benefits and/or retirements and entitlements; conducting research, gathering facts, and utilizing effective analytical and evaluative methods to accurately access information and make sound recommendations and decisions; and/or informing employees about their entitlements and use of grievance or appeal procedures. GS-05 Grade Level: Generally, candidates meet time in grade for the GS-05 level if he/she has not served on a temporary competitive appointment below the GS-03 level within preceding 52 weeks. Non-appropriated fund service, Non-General Schedule service, (e.g., WG)or combinations of certain other creditable service may be used to satisfy time-in-grade requirements when appropriate. Each case will be judged on its own merit. GS-07 Grade Level: Applicants must have 52 weeks of Federal service at the GS-05 grade level (or equivalent). GS-09 Grade Level: Applicants must have 52 weeks of Federal service at the GS-07 grade level (or equivalent). GS-11 Grade Level: Applicants must have 52 weeks of Federal service at the GS-09 grade level (or equivalent).
About the Position: This position is located at the Army Benefits Center-Civilian (ABC-C), Main Post, Fort Riley, Kansas. The ABC-C is responsible for the delivery of Federal Government benefits and entitlement services using state-of-the-art technology. ABC-C provides benefits and entitlements services worldwide. NOTE: Positions will be filled at either the GS-5, GS-7, GS-9 with promotion potential to the full performance GS-11 level. Or they can be filled at the full performance level, GS-11.
