SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate’s online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, NQ-03 or GS-14. Specialized experience for this position is defined as: Experience in applying advanced concepts, principles, and methodologies of program analysis, to include skill in applying a wide range of qualitative and quantitative principles and techniques in the development of innovative approaches to study and recommend solutions for improvement of program effectiveness in programs of national scope. Examples of Specialized Experience: 1. Experience with advanced concepts and principles of program management, and a wide range of qualitative and/or quantitative analytical methods for the assessment and improvement of program effectiveness. 2. Experience with DOE orders, rules and regulations related to Recapitalization and disposition; environmental, integrated safety management, and health regulations, policies, procedures, practices, basic manufacturing, and research and development processes, nuclear facilities and the Defense Nuclear Facilities Safety Board role and mission sufficient to accomplish program analyst duties within the context of the NA-90 mission. 3. Experience teaming with the staff to implement program and project management principles and processes, including cost, scope, and schedule management. 4. Experience working with the DOE budgetary process, methods of controlling funds, procurement processes and procedures, and contractual terms and conditions sufficient to accomplish program analyst duties within the context of NA-90 Resource Management business processes and mission. “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This position serves as a Lead Program Analyst for the Recapitalization Program in the Infrastructure Modernization Division (NA-915) within the Office of Infrastructure (NA-90). NA-915 provides program management of infrastructure modernization activities (recapitalization, construction, sustainability, and disposition) to ensure NNSAs infrastructure is sustainable, effective, and efficient to safely meet Enterprise needs.
