You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service that demonstrates your ability to apply knowledge of a wide range of human resources theories, concepts, principles, laws, rules, regulations, precedents, and procedures related to position classification, staffing, and other related HR functional areas sufficient to identify interrelated problems, draw conclusions, and recommend appropriate course of actions; OR B. Master’s or equivalent graduate degree in an accredited or pre-accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.B. or J.D degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources Management, Public Administration, Business Management, or Law; OR C. Combination of education and experience as listed above. You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements: A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to develop vacancy announcements; conduct job analyses and develop crediting plans; make qualifications and eligibility determinations and issue certificates; process personnel actions; conduct position classification; develop position descriptions, prepare evaluation statements; work with management in performing outreach strategies to accomplish diversity and equal opportunity goals and objectives; advising management on established procedures and practices covering recruitment and staffing, classification, and pay administration; OR B. Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include Human Resources Management, Public Administration, Business Management, or Law. OR C. Combination of education and experience as listed above. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The position is located in the Office of Human Resources which provides a comprehensive program that covers position management and classification, personnel staffing and recruitment, pay administration, compensation and benefits, performance management, labor and employee relations, human capital planning and retirements.
