NOTE: You must meet qualification requirements by the closing date of this announcement. To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as experience providing authoritative budget guidance and expert advice for ensuring the integrity of assigned appropriations in relation to authorizing legislation, guidance, and Agency’s budgetary policies. Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of the financial management and program objectives of the organization’s director, the region and Headquarters. Skill in analyzing program-budgetary relationships to relate multi-year program grants administered by the organization to the planning, estimation, and modification of supporting multi-year appropriated fund budget estimates. Knowledge of planning and executing resources. Skill in developing and maintaining applications or documents that clearly communicate financial data to management. Ability to manage significant extramural and FTE resources in multiple appropriation. Skill in interpreting legislative and regulatory policy guidance to determine the effects on the organizations budget and programs. Ability to manage and monitor FTE usage and propose adjustments as necessary to assure appropriate and effective use. Skill in applying a wide range of analytical and evaluative methods for assessing resource program development, execution, and improving organizational effectiveness. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. This position is in Region 9, Air & Radiation Division, Management & Operations Branch.
