Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal Service. Examples of specialized experience includes Experience analyzing, evaluating and making recommendations to problems affecting large websites and intranets. Experience planning and assisting with improvement of management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent and hand coding HTML markup. Experience with web best practices including user experience, responsive platforms, cross browser platform testing and accessibility standards to ensure the website is optimized for the user experience. Experience reviewing and formatting web content, articles and other online content with attention to detail to perform quality assurance reviews. Experience developing websites and proposing solutions to appropriate experts, and to follow procedures governing the planning and delivery of web products and to make recommendations on critical issues affecting web production or design. Experience with oral and written communication to articulate findings and support reports. OR EDUCATION: You may qualify based on education as follows: A Ph.D., or equivalent doctoral degree. OR Three (3) full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with an equivalent combination of education and experience. SPECIALIZED EXPERIENCE: GS 12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal Service. Specialized experience includes: Experience analyzing, evaluating and making recommendations to problems affecting large websites and intranets. Experience planning and executing improvement of management processes and systems. Experience using web publishing technologies, to create and publish content using a WYSIWYG editor or equivalent and hand coding HTML markup. Experience with web best practices including user experience, responsive platforms, cross browser platform testing and accessibility standards to ensure the website is optimized for the user experience. Experience producing and formatting web content, articles and other online content with attention to detail to perform quality assurance reviews. Experience developing websites and coordinating efforts with appropriate experts, and to follow procedures governing the planning and delivery of web products and to make recommendations on critical issues affecting web production or design. Experience with oral and written communication to articulate findings and prepare reports. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
