To qualify for an Emergency Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-13: Supporting the planning and operations of the Continuity of Operations and the National Security/Emergency Preparedness (NS/EP) programs. Serving as a technical expert for assigned duties and projects and participating in inter-agency working groups to address current and future operational plans and responsibilities in a dynamic and complex environment. Performing a wide range of operational planning duties to include operational analysis, concept development, inter-agency coordination, evaluation, and refinement of current emergency preparedness contingency plans. Analyzing operational requirements, proposals, and documentation to ensure goals and objectives are consistent with policy constraints, overall objectives, and management intent. Preparing decision briefs and briefs to senior leadership. GS-14: Supporting the planning and operations of the Continuity of Operations and the National Security/Emergency Preparedness (NS/EP) programs. Performing a wide range of operational planning duties to include operational analysis, concept development, inter-agency coordination, evaluation, and refinement of current emergency preparedness contingency plans. Serving as a subject-matter-expert in federal continuity programs, continuity of operations policy and plans, policy development, and NS/EP planning. Making recommendations for actions to maintain a maximum readiness posture within existing resources and to resolve operational programs that impact upon readiness capabilities. Preparing and publishing guidance governing command and control requirements for and operation of emergency measures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
