Specialized Experience: In addition to the basic requirements, all applicants must demonstrate at least one (1) year of specialized experience equivalent to the next lower grade (FV-I OR FG/GS-13) in the Federal government. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. (Applicants must include examples of specialized experience in their work history). Specialized experience includes: – Experience in developing and managing Organization Designation Authorization (ODA) and/or SMS processes and procedures. – Experience leading and developing solutions to complex safety issues, including regulatory, policy, and congressional, with cross- functional teams. – Experience providing aircraft certification division and executive leadership teams advice and information on safety issues. QUALITY RANKING FACTOR (QRF) – A QRF is a KSA or competency that could be expected to significantly enhance performance in a position, but unlike a Selective Placement Factor, is not essential for satisfactory performance. A well-qualified applicant will have one or more of the following attributes: 1) Experience as an ODA unit member or Designated Engineering Representative (DER), 2) Experience in establishing or maintaining a safety management system, or 3) Experience working with aircraft in the areas of design, production, or operation. The incumbent will serve as an Aviation Safety Program Compliance Specialist within the System Oversight Division. The Aviation Safety Program Compliance Specialist represents the assigned organization primarily serving as OMT (Organization Management Team) Lead for (ODA) Organization Designation Authorization leading ODA Oversight.
