The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 2 pages. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration: 1. Ability to provide leadership to guide the Naval Aviation Software Enterprise and Software Department in the future direction of research and development in the areas of software development techniques, computer architecture, maturation of complex algorithms, software test techniques (including automated testing), cyber-warfare and computing infrastructure applicable to all Naval air platforms, weapons systems, and related planning systems. 2. Capability to lead multiple and/or diverse teams representing RDT&E interests in DON/DoD Mission Software systems and related Technology Development. 3. Subject Matter Expert (SME) in new and varied principles and practices of software engineering development, design, integration, and analysis. 4. Knowledge of DoD acquisition policy and strategy for RDT&E solutions for development and integration of Mission Systems hardware and software into Naval Aircraft. Applies innovative tools and process such as modeling and simulation, model-based systems engineering and human capital management process. 5. Ability to negotiate complex solutions within technical Software and Mission Systems areas with major stakeholders. You will serve as the Principal Engineering Technical Manager and Director for the Software Engineering Department in the Mission Systems Group, Naval Air Warfare Center, Aircraft Division (NAWCAD).
