Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). Specialized Experience: To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience includes: Reviewing and assessing performance and accountability of conservation programs and operations, including tracking and reporting on progress in achieving goals and objectives. Overseeing and coordinating efforts to integrate and link conservation strategy with the planning, allocation, utilization, and evaluation of financial and other resources necessary to accomplish the mission responsibilities of the agency. Coordinating and collaborating with managers and staff to ensure integration of conservation strategy, resource management, and business services with other programs and activities within the state. Presenting information to the State Leadership Team (SLT) on linkages between utilization of financial resources and conservation outcomes. Note: There is no education substitution for the GS-13 level. The incumbent serves as the Supervisory Business Manager in the office of the State Conservationist (STC), within the state office of the Natural Resources Conservation Service (NRCS, WI), United States Department of Agriculture (USDA). The incumbent provides supervision, direction, and management of a subordinate staff consisting of the Financial Resources Specialist, the Business Services Partner, and other professional, administrative, or clerical positions as allocated in the state office.
