Specialized Experience You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in Federal service or equivalent private or public sector experience. For this position, specialized experience is defined as: Conducting research projects on management and administrative issues to assess the effectiveness of operations and presenting findings and recommendations to management officials. Providing administrative support to organizational management such as managing executive schedules, coordinating travel arrangements, and preparing correspondence. Serving as an advisor to organizational employees on a variety of administrative specialties such as budget and financial management, contracting and procurement, management analysis, human resources, support services, or work measurement. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. Selective Placement Factor This position has a Selective Placement Factor that must be met along with the Specialized Experience. A COR Level II certification or equivalent with a minimum of 40 hours of training is required upon entering this position. You must provide a copy of your certification as part of your application package or you will receive an ineligible rating. NOTE: In addition to the above certification, the incumbent hired must acquire a COR Level III certification within 18 months of Hire Date. All qualifications and eligibility requirements must be met by the closing date of the announcement. You will be required to complete an OGE 450, Confidential Financial Disclosure Form annually. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment (“position occupied” block 34 on the SF-50 should show a “1”), tenure group (block 24 should show a 1 or 2), grade, and salary. This position is located in the Department of Homeland Security (DHS), Office of Public Affairs.. The primary purpose of this position is to serve as the principal point of contact for the managers staff. Responsible for a full range of administrative support and analytical duties to include budget appropriation, procurement, human resources, information technology, property management, security, and travel. Non-BU: This is a non-bargaining unit position.
