Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks for service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12); or its non-Federal equivalent that demonstrates: reviewing programs relating to loans and grants supporting water and waste disposal systems in rural America; analyzing complex lending transactions and borrower financial conditions; evaluating the requirements for new loan and grant program initiatives to recommend solutions related to the lending operation; establishing criteria to measure program accomplishments; preparing or presenting training to field employees on subjects related to nationwide administration of water and waste disposal loan and grant programs. Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position. NOTE: To be considered for this position, you must meet all qualification and eligibility requirements for the GS-1101 series set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement. This position is located in the Program Operations Branch, Water Programs Division, Assistant Administrator for Water and Environmental Programs, Rural Development. This position is responsible for formulating, developing, implementing, and reviewing all policies and programs relating to loans/grants for water and waste disposal systems and various community projects. This position is neither remote nor virtual. The selectee must report to a USDA Rural Development office nearest them.
