Candidates applying for temporary promotion may qualify on the basis of Specialized Experience. Specialized Experience: The candidate’s resume must describe specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service demonstrating experience in: Evaluating and providing expertise regarding infrastructure program implementation as well as to plan, coordinate, and carry a variety of projects supporting the program management; Planning, programming, and budgeting regulations, guidelines, and processes, and a thorough knowledge of laws, programs policies, and objectives to develop long and short-range plans and guidance related to infrastructure projects and their associated activities such as NEPA, cultural, and permitting; monitoring and oversight to ensure accountability of the Region’s Bipartisan Infrastructure Law programs.
