Mandatory Requirements: Demonstrated ability to manage complex engineering/construction facilities programs with experience in architecture studies and building operations. Extensive ability to read and interpret blueprints, schematics, construction specifications, and other facilities documents and make informed decisions regarding the interpretations of this information. Extensive knowledge of American with Disabilities Act standards, the Occupational Safety Health Administration, and Environmental Protection Agency regulations, safety measures, and Architectural/Engineering Codes. Knowledge of Congressional and OMB information needs and reporting requirements, capital projects, policies, processes, and procedures, as well as extensive knowledge of space management, programming, building design, construction, and maintenance. Extensive knowledge of Computer Automated Facility Management Systems as well as Building Automated Systems for multi-site locations. Demonstrated ability to develop financial forecasts, conduct analysis, and coordinate facility projects concerning space management, design, bids, awards, construction, occupancy, and warranty within the ODNI. Extensive communication, interpersonal, networking, and analytical skills; demonstrated ability to effectively manage competing priorities while adhering to strict guidelines; and demonstrated ability to work effectively, independently, and also in a collaborative environment. Knowledge of federal government requirements to comply with applicable executive orders on climate change and resiliency. Bachelor’s degree in an environmental-related discipline (including, but not limited to, physical, biological, and health sciences, engineering, and environmental majors). Education can be substituted for required general and specialized experience. Desired Requirements: Five years minimum work directly related to environmental engineering, health, science or management.
