All qualifications must be met by the closing date of this announcement-10/31/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either “full-time” (or “40 hours a week”) or “part-time” with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. Individual Occupational Requirement: Successful completion of a full four-year course of study leading to a bachelor’s degree in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. -OR- Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: (1) Managing safety or occupational health program elements (2) Developing and recommending safety and occupational health policy to higher levels of management (3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements (4) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards (5) Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses (6) Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards (7) Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards (8) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. (9) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. (10) Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. -OR- Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. Minimum Qualifications: Specialized Experience: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes performing evaluation and analysis of safety and occupational health problems, conditions and administrative practices affecting work operations and environmental conditions for a wide range of work operations and environmental conditions involving a substantial number and diversity of unconventional safety and occupational health problems or circumstances. -OR- Education Substitution: Successful completion of at least a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above that equals at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
This position can be filled at Dayton Aviation NHP (Dayton, Ohio) or Hopewell Culture NHP (Chillicothe, Ohio). This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of four years. Term positions do not convey permanent status in the Federal service.
